Project Update
RECCo have an important role to play within the Switching Programme and we have established a dedicated project team to ensure we meet all our deliverables ahead of CSS go-live in 2022.
Our Switching Programme Implementation team is being led by Andrew Wallace. Andrew has developed a detailed plan breakdown of the activities we, and our service providers, will need to deliver and these are managed across four programme workstreams.
Central to this work is ensuring that our principles of enduring service management of the Switching Operator are established, and that we can mitigate the risk that RECCo, and industry parties, inherit a high number of unresolved issues which may impact business as usual activities at CSS go-live.
1 RECCo Strategic Oversight This workstream delivers senior level engagement within the Switching Programme and ensures that RECCo’s strategic objectives are properly considered in the development and delivery of CSS readiness activities and exit criteria for the Early Life Support (ELS) phase.
2REC Code Manager Preparation This workstream oversees the REC Code Manager responsibilities for delivering Switching Programme milestones. This includes a detailed plan against each functional area (e.g. change management, entry assessment, etc.,) setting out when the REC Code Manager’s switching programme related processes become effective and when/how the associated business processes have been developed.
Any new operational processes between the REC Code Manager and CSS must be defined and tested as part of the switching programme Design Build Test (DBT) activities e.g. performance assurance and qualification of CSS Users.
We will be working with the Code Manager to ensure that they engage with stakeholders on what these changes mean to you and your organisations.
3Enquiry Services Delivery This workstream captures RECCo’s wider responsibilities under the Switching Programme, firstly as the Party Under Integration (PUI) responsible for the Electricity Enquiry Service (EES) and the implementation of any required changes to the service. This workstream also includes the enduring approach for the Enquiry Services, whereby RECCo will also be responsible for the Gas Enquiry Service and its governance will be included within the REC from CSS go-live.
4REC v3.0 Drafting We are now updating the REC v3.0 drafting to reflect confirmed policy decisions and stakeholder comments following Ofgem’s consultation in March 2021. The drafting is being shared with industry via the Regulatory Design User Group (RDUG) and the final drafting will be provided to Ofgem ahead of the Switching Programme Significant Code Review (SCR) Modification being raised in 2022.
